Latest Map of Oil and Gas Licences in Portugal

UPDATED MAY 2016 - Latest map showcasing all the latest areas for which licences have been granted and contracts signed - as well as the companies that currently hold the licences.

As it is clear from the map, all of the Algarve Basin as well as the Alentejo Basin have been allocated in the south of Portugal and Lusitano Basin up north.

The concessions are not only for offshore but also inland - and taking into account the geology of most of the concession areas we are talking about offshore and onshore use of unconventional drilling technologies such as "fracking".

 

Taking to account in the case of the Algarve which is traditionally an area which suffers from lack of water and is affected by the serious risk of earthquakes, its a very serious challenge that the Portuguese population needs to address by holding Portuguese leaders to account. We all have a responsability not only to ourselves but also to all the future generations to come to act and to act now before its too late.

It's time for all of us to stand-up and be heard, for our concerns to be seriously addresses - because the alternative is loosing everything that each one of us has worked for our entire lives, and leaving nothing of value for future generations.

CONCESSIONS AND CONTRACTS

The exercise of petroleum exploration and production activities are covered by a single title in the form of an administrative Concession Contract (and respective Addenda), covering all phases of activity. In what concerns the deep offshore (water depths more than 200 meters), the contract model was defined within the International Bidding Round of 2002 for the attribution of rights in the deep offshore and according Decree-Law 109/94, of 26th of april.

Onshore - Lusitanian Basin: 3 Areas

Australis Oil & Gas Ltd. applied for the granting of three concessions through Direct Negotiation.
The concession contracts of "Batalha" and "Pombal" areas were signed, on 2015/09/30, with the company Australis Oil & Gas Portugal.

Onshore - Bacia do Algarve: 2 Areas

The concession contracts for Aljezur and Tavira were signed, on 2015/09/25, with the company Portfuel - Petróleos e Gás de Portugal, Lda.

Deep-Offshore - Alentejo Basin: 2 Areas

Kosmos Energy LLC applied for the granting of two concessions through Direct Negotiation.

Deep-Offshore - Algarve Basin: "Sapateira" e "Caranguejo" Areas

The concession contracts were signed, on 2015/09/04, with the  consortium Repsol / Partex.

Deep-Offshore - Algarve Basin: "Lagosta" and "Lagostim" Areas

The concession contracts were signed, on 2011/10/21, with the  consortium Repsol / RWE.

Since 2012/09/13, by Addenda to the contracts, these concessions are held by the consortium Repsol / Partex.

Deep-Offshore -  Peniche Basin: "Camarão", "Amêijoa", "Mexilhão" and "Ostra" Areas

The concession contracts were signed, on 2007/05/18, with the consortium Petrobras / Galp / Partex.

Since 2013/05/18, by Addenda to the contracts, these concessions are held by the consortium Repsol / Galp / Partex.

Deep-Offshore - Alentejo Basin: "Lavagante", "Santola" and "Gamba" Areas

The concession contracts were signed, on 2007/02/01, with the consortium Hardman / Galp / Partex.

In 2010/03/25, by Addenda to the contracts, these areas were held by the consortium Petrobras / Galp.

In 2014/02/01, by Addenda to the contracts, these areas were held by the company Galp.

Since 2014/12/18, by Addenda to the contracts, these areas are held by the consortium ENI / Galp.

Deep-Offshore:

Alentejo Basin: 1 exploration well to be drilled by the consortium ENI / Galp
Algarve Basin: 1 exploration well to be drilled by the consortium Repsol / Partex

We became aware in May 2016 via an article in GeoExpro that the ENMC was in the process of creating 7 new tenders which will be open some time in the future.

Greenpeace Energydesk has just published this article on the Italian oil company Eni: http://energydesk.greenpeace.org/2016/02/22/arctic-oil-eni-nigeria-spills/. We will no doubt, be ensured, due to stricter regulations, this will not happen in Portugal! When we should be moving to divest from fossil fuels, should the Government still allow oil & gas companies to go ahead and drill?
